The federal form of government became more attractive when some powers of the state government were passed onto the local government .This process is called decentralisation. Problems are more well understood at local levels, thus a third tier of govt. was formed. Seats were reserved for SCs, STs and OBCs. One third of the seat were reserved for women. It became mandatory to hold regular elections.
