the person needs a concave lens. eye is not able to focus the rays on to retina. they are gettng converged in front of retina. so diverging lens needed - so the rays converge on retina.
1/v - 1/u = 1/f u very high - infinity => 1/v = 1/f
v = f P = 1/f
Image should be formed at close distance to eye. so f is small and power is very very high. The lens could be a (very thin at center & very thick at the ends ) concave lens with very little radius of curvature.
