Mulki Faramana(Local Order) of Hyderabad was presented by HEH, the 7th Nizam of the state. This faramana was presented in 1919(25th of Ramadan 1337 H, according to the Islamic calendar).
Under these rules, the non-mulkis(non-locals) were prohibited to be the part of the government. They were allowed to be appointed on any sort of governmental post; whether inferior or superior.
