these lines are taken from WILLIAM SHAKESPEARE'S very famous play JULIUS CAESAR....The fault, dear Brutus, is not in our stars, But in ourselves, that we are underlings. (Julius Caesar, Act 1, scene 2, 135–141) In its literary context, Cassius means that sometimes people have to take steps they think they cannot.
