The President

The president appoints governors and lieutenant governors for five-year terms.

The governors of India's states have similar powers and functions at the state level as the president of India does at the national level. Governors are elected in states, while lieutenant governors are elected in union territories such as Delhi's National Capital Territory (NCT). The governor serves as the nominal head, but the real power is held by the chief ministers of the states and their councils of ministers.

However, in union territories, the real power rests with the lieutenant governor or administrator, with the exception of the NCTs of Delhi and Puducherry, where the governor shares power with a council of ministers led by a chief minister. Few, if any, governors are from the state in which they are appointed.

A lieutenant governor is the leader of a union territory in India. The rank, however, is only available in the union territories of Andaman and Nicobar Islands, Ladakh, Jammu and Kashmir, Delhi, and Puducherry (the other territories have an administrator appointed, who is usually a politician of the ruling party in the Government of India).

Hence, the first priority person to appoint a governor is the President.
