It is because there are some issues that require time and they should be given that time.  

(B) I agree that Attendance should be made compulsory for members of parliament.  

It is because it will make them more efficient as they will know that someone is checking on us.  

(C) I agree that Speakers should be empowered to penalize members for interrupting the proceedings of the House.  

The reason is that it will save time and give each sector respect.
