Rural electrification is the process of bringing electrical power to rural and remote areas. Rural communities are suffering from colossal market failures as the national grids fall short of their demand for electricity. As of 2017, over 1 billion people worldwide lack household electric power – 14% of the global population. [1] Electrification typically begins in cities and towns and gradually extends to rural areas, however, this process often runs into road blocks in developing nations. Expanding the national grid is expensive and countries consistently lack the capital to grow their current infrastructure. Additionally, amortizing capital costs to reduce the unit cost of each hook-up is harder to do in lightly populated areas (yielding higher per capita share of the expense). If countries are able to overcome these obstacles and reach nationwide electrification, rural communities will be able to reap considerable amounts of economic and social development.

Before October 1997: A village where electricity is used for any purpose in its revenue boundary. A village with basic power infrastructure such as transformer and distribution line provided to inhabited locality including Dalit hamlets. At least 10% house holds in the village should have electricity.

After October 1997: A village where electricity is used for any purpose in the inhabited locality within its revenue boundary.

From February 2004: Electricity provided to public places like schools, panchayat offices etc.

Till 1950 only 3,601 villages had electricity but by 1965, more than 45,000 villages were covered in planned electrification. This number rose to more than 2 lakh and over a crore pump sets by 1980.

During 1981-1990, 2.2 lakh villages were electrified and 43 lakh more pump sets were energised. Initiative for inclusive electrification was launched. Between 1988-89, Kutir Jyoti Programme was launched to provide single point connections to BPL house holds.

The economic liberalisation era saw the slowest pace of rural electrification. Deteriorating financial conditions of state electricity boards slowed down the tempo as only 44,000 villages were electrified in this period.

From 2004 onwards, focus shifted to house hold, rather than village electrification. Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) was launched in March 2005 to give access to electricity to all households and free electricity to all BPL homes. In December 2014, DDU Gram Jyoti Yojana was launched including all components of the previous scheme. PM Modi's Saubhagya scheme was to fund the cost of last mile connectivity.

Among states with highest unelectrified households Madhya Pradesh will be the only one to achieve this if its pace of electrification remains what it's been the last four months.
