The disc b is rotating with some velocity b about its axis and if i drop the disc a on it....we will see tht the velocity of a increases to a speed x (let) and the velocity of b decreases to x....then both of them rotate with constant velocity

Now u can see tht friction has increased the speed( as friction supports the rotation of disc a and doesn't support the rotation of disc b)
