The force required to start the car is greater than the force required to run it at uniform speed because it needs to overcome static inertia and friction.

The main reason because to start a body in motion from state of rest, we need to apply force much than its inertia.
Hence, we need to apply more force to start its motion.
Where as having constant motion don't requires much force to be applied as motion is already there only motion is need to be continued there.
