This is due to the first law of Newton that say that, In an inertial frame of reference, an object either remains at rest or continues to move at a constant velocity, unless acted upon by a force.
So as in this case also the cart which is an object needs more force to start moving however it wants to be moving once it started to move.

Once the cart started to move it will need some force to overcome the ground friction acting upon it.
