I think ur question is The force required to row a boat at constant velocity is proportional to square of its speed . If a speed of vkm/h requires 4 kW , how much power does a speed of 2v km/h required?

Power = force × velocity

Force = k × v²

so

power = k × v³

i.e., it is proportional to the CUBE of the speed.

hence, to double the speed requires a factor of 2³= 8 times as much power.

i.e., 4 × 8 = 32 kw
