They suffered hardship for the following readons:-
1)there everyday practices of cutting wood for their needs became illegal.
2)when people stole food, they at the mercy of guards who also took bribes from them.
3) Women who collected fuel wood were especially worried.
4)and the common habit of taking free food from them to harass them also made it hard for them
