The language based division of states was appointed by Jawaharlal Nehru.

He submitted the plan on 30 september 1955 ans was passed by the constitution on 31 august 1956. namely by the States Recognition Act, 1956.

This idea arose before indpendence but was excuted much later.

On 1 November, 1956 the Act was put on full effect.
