The above line from the poem 'on the grasshopper and the cricket' by John Keats means the season when the frost creates silence. The winter season is very inactive since people like lazing around the fireplace and enjoy the comforts. This inactiveness is mostly experienced during the winter season because the frost outside covers everything which is possible and takes grip and conquers over man's energy. So, it implies the winter season when it is told that "when the frost wrought a silence".
