As long as I remember when the French constitution was reformed after the gullitine of Louis 20 .....all men of the age above 25 and paying a tax of 3 times the daily wage of an average worker were allowed to vote
Whereas for other citizens the men who didn't paid tax weren't allowed to vote and the women didn't got the right to vote unless there revolt
The men who were allowed to vote were considered as active citizens and the other were considered as passive citizens
