Here the altitude/height lowered by the balloon is given as the function of time 't'. It just means that the altitude is a time dependent function.

According to this function, as the time is increasing the altitude of balloon will decrease and soon becomes zero.

h(10) = 210-15(10) = 60 units

"h(10)" is the altitude of the balloon when after 10 minutes has passed, which is 60 units.
