Because oxygen is the main reason for combustion. Gas stove can't run without inlet for air,due to oxygen. Kerosene gas stoves basically have a simple structure. Thus if there was no air inlet in the stove, the kerosene would burn till it gets oxygen from the initially remained air inside.
