Since the passive form does not has a by, with it it seemed difficult to get a subject. Usually, when we don't have a by + subject in passive voice, we add a subject from ourselves to make it in active. Hence, the other answer could be

The court has removed the government in this matter.

Since, the court is the one who decides, we used court as the subject.

You may use either of the answer.

Its active voice is :- Someone has stolen my pen.

Here, we added the subject "Someone"

Similarly, we added "the court" as the subject as it best suited in the case.
