The line cuts the x-axis at two points

Those points are -1 and 3

So the zeroes are -1 and 3

Now the required polynomial = x² - (sum of the zeroes)x + (product of the zeroes)
=x² - (-1 + 3)x + (-1 x 3)
=k (x² -2x - 3) where k = constant
