By saying ‘animals’, what Mahatma Gandhi or in general we mean is,

A living being who can’t share himself the way human can.

Animals are unable to share their love, sorrow, happiness or grief, the way human can, but they do have these emotions.

So, by this statement, M. Gandhi, targeted the animal-like-humans in terms of expression i.e. the people who have comparatively less say in the government or ruling, or are dominated in the society, or are deprived of social status. He meant, the way these people are taken or considered in a country, determines its greatness.
