The reason behind this is the presence of meristematic cells. These helps in the growth of plants but they are found in only some parts of the plant so the growth in plants is limited to certain regions.

the growth in plants occur by cell division and cell enlargement, invariably followed by cell differentiation. thus, the meristematic cells present at shoot and root apices are responsible for growth in plants. in some plants
these are not present or present in less amount that's why that type of plants are limited to certain regions.
