The empire tried to emulate the old western roman empire by uniting the different people under the emperor but failed as civil war destroyed the centralizazion policy between the different dukes not to mention the conflict between the pope and the emperor in regards to catholicism further complicated matters.

As the title of the emperor was elected according to some old germanic custom, the empire became more divided and most german dukes tried to compete against each other for more influence by conquering lands that are beyond the empire’s border. The habsburgs were one of them who originally came from Burgundy and in order to dominate europe, they inherited many lands outside of the empire through marriage diplomacy which caused tensions within the empire. Later the habsburgs continously gained the emperor’s throne

The reformation permanently ended the unity of the HRE as protestant princes became independant from the catholic emperor resulted in the habsburgs to continously gained the emperor’s throne as the title became powerless and the family ruling lands that had few german speakers. The HRE became a sort of confederation of the german states until the dissolution of the empire when Napoleon conquered them. The remaining royal lands that were still inherited by the habsburgs evolved into a new austrian empire to defend against french invasions. Later it became Austria-Hungary when Prussia united Germany.

In short, the habsburgs were one of the monarchies that inherited the empire but never united due to wars and foreign interference.
