The 'hand that mocked them' referred to the Sculptor's hand who made the statue. Here mocked meant 'copied'. It meant that how wisely he copied the expressions of the King. He understood King's passion and reflected it on the face of the statue.
Here the Heart referred to that of the King. King entertained those passions in his heart and even the broken face of statue reflected them.
