the handles of such tools are made of rubber, wood etc. because the are Insulators(materials which do not catch electricity). And our human body is a great conductor of electricity(materials which easily catches electricity) and if there will be metal handles then while doing an electric work, the tool can accidentally catch electricity which will flow in the workers body.. and the worker can be harmed so to prevent such circumstances rubber or plastic covers are made.
