but it's a one line and first part is basically talking about sculptors work while the second part is talking about king Ozymandias isn't it strange

The hand that mocked them refers to sculptor's skill in reproducing king ozymandias facial expressions on stone and the heart that fed refers to the conceited king ozymandias who considered himself to be the mightiest of the mighty which added life to the statue
