The granaries were built such as way that it had proper ventilation systems and the granaries were essential for feeding the non-food producing communities in the city; although the process of distribution & collection of granaries is not known. From the organised structure it can be understood that there was some form of "supervisory authority: at the center. Moreover, there evidence of surplus grains being stored, This perhaps  (may be in the name of religion)
  • It is also known that in the Harappan civilisation, the govt actively organised & had controlled the founding of "new settlements". It could be that the govt also was in charge of providing and distributing of grains to such new settlements from the granaries. Another fact was that the granary was not part of the citade (where the ruling class lived)l; hence it suggests that the ruling class did not alone control the granary and the common people too had degree of control over the structure (some s ort of decentralised administration existed)
  • Moreover, granaries were built on raised platforms and were made such that the grains could be stored for a longer period. Also it prevented flooding. This indicates that the administration was well organised and well-planned to meet any sort of emergencies. Also there has been discovered a dock in Lothal a granary which was close to a dock and both the dock and granary was close to the palace. This perhaps indicates the ruler had easy access to both the dock  and warehouse and the ruler was "directly involved" in trade & had  paid  various officials who worked under him from the "profit of the trade".
