this is a relative topic and it is true only when the current flowing through a circuit is constant when the current flowing through the circuit is constant the heat produced in it is given by I^2Rt and as we know the resistance of a particular device is fixed and the time through which the current passes through is also fixed then the heat produced is directly proportional to the current produced.
