- India, as we know is the largest democracy in world and to promote democracy and decentralized government and good governance Panchayati Raj system was introduced in our constitution by 73rd Constitutional Amendment bill.
- Before this amendment, Balwant Rai Mehta Committee suggested in its report that a three-tier system of village administration should be introduced in villages to provide good governance to people living in villages of India.
- In this system there were three levels of arrangements: The Village Panchayat which is lowest unit and deals with matter related to grassroots level, the second is Panchayat Samiti, third and highest institution is Zila Parishad which deals with maintenance of schools, hospitals, etc in village level.
