33 per cent

Explanation:

  • The Women's Quota Bill was tabled in Parliament for the first time on 12th September 1996. The HD Deve Gowda govt of the United Front passed the bill in Lok Sabha. The primary aim of this bill is to retain 33% of women's seats both in Lok Sabha and in all the state legislatures. The seats will be rotationally allocated according to the bill. The seats are determined by a drawing  lots such that a seat would is reserved once in every 3 consecutive general elections
  • The Vajpayee govt had pressed for women's reservation bill, however it has not been passed yet. In 2008 May, the UPA-I cabinet, headed by Congress, again initiated the bill to reserve women's seats in Lok Sabha & in legislative assemblies. The bill was approved by Rajya Sabha on 9th March, 2010, following its re-introduction, however it remained pending in Lok Sabha.
  • The initial proposal for this bill was a constitutional amendment introduced in 1993.  A random one third of a village councillor or Sarpanch's representatives should be reserved for women in the gramme of Panchayat.
  • A longer-term proposal to expand this reserve to Lok Sabha and the legislative assemblies of State was introduced in Women's Reservation Bill. This was seen as unfair treatment for women in India by those who opposed this Act.
