In typography, the horizontal stroke on a type is called a ‘Cross Stroke’.
The ‘cross stroke’ intersects the ‘stem’ (the vertical stroke) of lowercase letters.
The ‘cross stroke’ is different from the ‘arm’ or a ‘cross bar’ as it intersects and crosses over the ‘stem’. Parts of the letter such as arms, bars, stems, bowls etc. are known as ‘strokes’ and they can end in a number of ways.
