If we consider only this extract, then the word 'All' refers to all the animals that have been mentioned. This includes the horse, the oxen and the sheep. It seems that all these creatures are trying to communicate with the little girl and want to convey their thoughts to her. Each of them seem to be wishing her goodnight.

However, if we consider the lines that come before this extract, then there is also a mention of the rooks. Rooks are birds that are similar crows. So, the word 'All' could finally refer to the four-legged animals- horse, oxen and sheep and also to the winged rooks.
