Let X be the temperature of the certain thermometer

While X changes 120 deg C changes 100 deg

So C = 5/6 X

Let C = 5/6 X + K

When C = 0   K = -5/6 * - 20 = 16.67

This gives C = 5/6 X + 16.67

So at X = 70   C = 5/6 * 70 + 16.67 = 75 deg

As a check :

when x = 100  C = 5 *100 / 6 + 16.67 = 100
