because in a democratic country all decisions are taken on the basis of constitution whereas in a non democratic country the ruler can take any decision i.e . he can change the constitution on his will but in a democratic country like India it is very hard to make even minute changes in constitution .so we can say that constitution is more important in a democratic country than a non democratic one
