This one means that it s independent .This one means that no other external factor can determine the way it is supposed to take care of its undertakings .The people who preside over matters of such seriousness ares supposed to be honest and even transparent in their undertakings .

Such people are vetted thoroughly before being given such positions .This is because their past records are  supposed to assessed and ascertained by a committee.
