The reverberation time is larger for an empty hall than for a crowded hall because there are many sound absorbers present in a crowded room, whereas the sound is reacted back by the walls of an empty room. Therefore it persists for a longer time in an empty hall.

In a closed and empty room there will be no object like furniture and other things . Due to which the sound generated reflects from the walls of the room multiple times and it doesn't escapes from room also as room is closed . Because of these continuous reflection of sound without decrease in intensity of sound the reverberation produced are of higher intensity.
