HCl and HI do not give anti-Markovnikov addition to alkene because in chain reaction some steps are endothermic.
The chain reactions are successful when propogation steps in the reaction are exothermic. An endothermic propogation steps will reverse the reaction and will break the chain.
The reaction with HCl is unfavourable as H-Cl bond is much stronger than H-Br and reaction becomes slow.
The peroxide effect is only observed in case of HBr.
