Atomic Radius:
It is the distance from the atomic nucleus to the outermost stable electron of a neutral atom.
Ionic Radius:
It is one-half the distance between two gas atoms that are just touching each other.

The atomic and ionic radius is the same in neutral atoms. But many elements act as cations and anions. If an atom looses its outermost electron, the ionic radius becomes smaller then the atomic radius and the atom becomes positively charged or cation. But if an atom gains electron, it's ionic radius becomes larger then the atomic radius as in the case of oxygen. That's why it is negatively charged and act as anion.
Hopefully it helps.
