A shield is a large area with igneous and metamorphic rocks that are stable. Such rocks a minimum 500 million years old.  

When a rock in the magnetic field, the magnetic moment in the field produces magnetization(Mi) in the rock proportional to the field.

Remnant magnetization(Mr) is the permanent magnetization of the rock during its formation.

Now, Konigsberger ratio, Qn = Mr/Mi

In the case of continental shield rocks, Qn < 1, this means remnant magnetization is negligible and susceptibility towards magnetic fields is high.
