Explanation:

It is clear that every king is reinging over its own kingdom. but this doesn't mean that every king is liked by its people. so if the king is not like by the people,they will not obey the king. and if the king is not being obeyed,he doesn't rule over the people. so,though the king may reign,he doesn't rule
