Akbar made many reforms in revenue system . His revenue administrator or minister was Raja Todar Mal. He introduced a new system for measuring the land which was called as Todar Mal's Bandobast . before this system was introduced , the land was measured using ropes . The problem with the ropes was when it is dry it shrunk and when it is wet it stretched . In the new system bamboo reeds rod joined with iron rings . now the measurment was accurate. After measuring land was divided into categories -good, average and bad based on fertility.
