Explanation:

  • The Ryotwari System was a land revenue system introduced by the British in India.  
  • It was implemented in 1820 by Lord Hastings, the then ‘Governor General of Bengal’, at the advice of the British officers ‘Thomas Munro’ and ‘Alexander Reed’ in the provinces of Madras, Bombay, Sindh and Assam.
  • The ‘British Government’ was not satisfied by the revenue system prevailing at that time.  
  • It wanted to directly collect tax from the farmers and recognise their ownership rights instead of collecting them through the Zamindars.  
  • They thus issued Patta to the farmers after surveying their lands.
