In order to form the largest 4-digit number using the given digits can be easily achieved by arranging the digits in descending order i.e. from greater to smaller.

Therefore if we arrange the given digits 8 6 0 and 9 in descending order we get -> 9 > 8 > 6 > 0

After concatenating we get the number 9860 i.e. Nine hundred Eight thousand Sixty which is not the same as mentioned in the question statement that is 9086 i.e. Nine Thousand Eighty-Six because 9086 is smaller than 9860 which means it is not the largest number.

Hence the above statement is False.
