The Mansabdari system was a concept introduced by Akbar for able administration of the Mughal empire. Both Muslims and Hindus were appointed as Mansabdars. It was during this period that the number of Hindu Mansabdars was at the highest. Each officer was assigned a number divisible by 10 that was used to rank them and determine their salaries.

The answer of your question is " Akbar '' because it was the Akbar's time when the system of Mansabdars is  established this was done for the sole purpose of helping the Empire for doing it's administration work. Muslims alongwith the hindu was appointed at this level . But as compared to other's Mughals kIng period the number of hindu mansabdar was highest in the period of "Akbar" .Every military and civil officer was given a mansab and their numbers ( for ranking purpose).
