It absolutely is. But there are three nitrogen oxides:

N2ON2O nitrous oxide

NONO nitric oxide

NO2NO2 nitrogen dioxide

Each of these is a different compound and follows the law of definite proportions.

But when nitrogen and oxygen combine under forcing conditions, all three oxides form.
