It is false,that the layers of the earth under the plates are stationary.

• The tectonic plates are contained by the crust layer of the earth which is the outermost layer of our planet.

• Below,this crust,there are mantle and core of the earth.

• These layers have some amount of movement.

• The mantle has a convection like movement which is very small in amount but it is still there.

• And,the core (both outer and inner cores) has the rotational motion ,in a continuous basis.
