Delhi is an unique case. As per the 69th Constitutional Amendment 1991, and National Capital Territory of Delhi Act 1992, Delhi Legislative assembly has power to make laws on all state subjects except on public order, police, land etc. The Parliament of India makes laws on these three subjects for the UT of Delhi.
