Suppose length of the park= 2x
Suppose breadth of the park = 1 x

As we know , perimeter of rectangle = 2 ( length + breadth)

240m = 2( 2x + 1x)
240m = 6x
240m/6 = x
40m = x
so , now length = 2x = 2×6 = 12
breadth= 1x = 1×6= 6

The road is 2m wide , so 2 m will be decreased from length and breadth
Now , length = 12m - 2m = 10m
breadth = 6m - 2m= 4m

Perimeter of road = 2 (10m+4m)= 28m

Cost of painting road = 28×80 rs per m
= 2240₹

I hope this may help you!
