Let the Breadth of rectangle be a

Length = a + 4

Perimeter = 2 (Length + Width)

84 = 2 ( a + a + 4)

=> 84 = 2 ( 2a + 4)

=> 42 = 2a + 4

=> 2a = 38

=> a = 19

Breadth = 19 m

Length = 23 m
