length = b+3

perimeter = 34

perimeter = 2(l+b) = 34

2(b+b+3) = 34

2(2b+3) = 34

2b+3= 17

2b = 17-3

2b = 14

b= 7cm

l= b+3 = 10 cm

c) is the correct answer.
