L= L+ 40/100*L
L= L+ 2/5 *L
L= 7L/5

7L/5*B =LB
B=LB*5/7L
B = 5/7 B

Percentage of decrease in B = 5/7B divided by B *100

Decrease in percentage =100%-71.42%=28.58%
